Vacancy: National Coordinator (Ministry of Labour/UNICEF project)


The Ministry of Labour and Social Services with support from UNICEF and other development partners is implementing the second phase of the National Action Plan for Orphans and Vulnerable Children 2011 – 2015 (NAP II). A contractual position has arisen within the National Secretariat of NAP II, which is the unit mandated with strengthening the Ministry’s role in programme coordination and management, standard setting, implementation, capacity building and monitoring and evaluation.

The National Coordinator reporting to the Deputy Director – Family and Child Welfare and generally responsible for
-    Overall technical support and supervision of NAP Secretariat Staff to perform their functions efficiently and in line with their TOR
-    Communicating and advocating for adherence to policies, guidelines and standards of the MoLSS on child protection, social protection and other thematic areas of operation under the NAP for OVC with national, provincial, district and partner Ministry staff as well as all UN, donor and NGO partners
-    Ensuring smooth coordination between Government, UN, NGO and donor partners on implementation of programmes linked to the NAP for OVC by sharing information, facilitating workshops and meetings and jointly undertaking activities
-    Coordinating dedicated Government and external partner funding for the NAP (to ensure its place in the Government budget) and tracking progress for reporting to the Ministry of Finance and donor partners
-    Overseeing appropriate monitoring mechanisms (e.g. for Cash Transfers, BEAM and Case Management) to ensure that systems are operational, that service providers meet the comprehensive needs of children and that children exposed to violence, abuse and exploitation are reached quickly with quality services.

Desired Background and Experience
-    An advanced degree in Social Work (Registration and current practicing certificate with Council of Social Workers a must if you are a Social Worker). A Social Science Degree combined with considerable experience will also be considered
-    More than 5 years experience working in child protection programming and in social protection of which at least 3 should be at managerial level
-    Demonstrated maturity and experience working with and coordinating/managing multiple partnerships including donors, government and Civil Society Organizations
-    Management experience in leading and coordinating national level project implementation and teams of at least 5 people and above
-    Experience working for the Government of Zimbabwe or an International Organization is an added advantage
-    Familiarity with managing funds in a transparent and effective manner as well as experience in resource mobilization
-    Demonstrated experience in production of high quality reports, position papers and development/analysis of project proposals for funding
-    Computer literacy and ability to operate computer packages like MS Word, Excel, PowerPoint, Access and database packages
