1. PRO VICE CHANCELLOR (BUSINESS DEVELOPMENT AND ADMINISTRATION)

1.1     Job Summary
Given that Midlands State University is a young institution which is still growing, the Pro Vice Chancellor (Business Development and Administration) is expected to assist the Vice Chancellor in the execution of the University's construction operations as well as in the management of administrative, financial and human resource support services with the view to ensuring the attainment of maximum efficiency, enhanced cost effectiveness and high quality service delivery to the University community and the public at large. He/she must demonstrate entrepreneual acumen and the ability to supervise and oversee the construction of all the requisite physical structures to accommodate the University's expansion and support the delivery of its core-business. He/she must further be personally experienced in High level fundraising and demonstrate the ability to network and net weave with the Donor Community and the private sector in order to tap into their resources.


1.2     Major Duties and Responsibilities

(A)     Administrative Functions


  • Promoting an integrated administrative and process management that supports the attainment of the University's vision, mission and goals.
  • Overseeing policy development and implementation in the areas of finance and human resources management. Developing three (3) year rolling plans and annual operational plans.
  • Overseeing the planning of budgets.
  • Playing a leading role in the recruitment of staff in all sectors of the University.
  • Developing and implementing a well functioning performance management system.
  • Fostering an open and participatory internal governance through the committee system.


(B)     Business Development

  • Increasing the resources available to the University through fundraising and innovation management
  • Overseeing the planning and implementation of all the University's capital projects.
  • Leading the production and nurturing of high value business linkages and partnerships with public and private sector organisations with a view to increasing the University's resource base.
  • Spearheading the building of a vibrant alumni network on which the development of the University can be leveraged.


1.3     Person Specification

  • Be an outstanding Academic with an established track record and experience in a senior leadership role in an academic or research institution.
  • Have thorough understanding of university systems and vast experience in university administration born out of having gone through the mill and risen through the ranks of Lecturer, Chairperson of a Department and Dean of a Faculty.
  • Have sufficient capacity to exercise quality assurance oversight on both administrative and academic processes of the university.
  • Demonstrate effective communication and interpersonal skills as well as high ability to make well reasoned decisions
  • Have a record of successful leadership and teamwork Thorough understanding of developments in higher education locally, regionally and internationally.
  • Thorough understanding of the Results Based management system and the Risk management system.
  • Be committed to support the Vice Chancellor in embracing the mandate of the University and maintaining its developmental ethos and thrust on the desired course and path.



1.4 Qualifications and Experience

-At least an earned doctorate or equivalent professional degree.
-A higher proven track record of at least ten years experience in Higher Education management in a diverse academic institution.
