Vacancy: INSPIRE PMTCT Program Manager

Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. In Zimbabwe, in addition to other programs, CHAI is working to prevent the transmission of HIV from mother to child (PMTCT) by ensuring that the healthcare system is able to provide mothers and children with access to the full cascade of prevention services at all stages of transmission risk.

CHAI’s has received a grant from WHO-CIDA to implement an operations research project that aims to evaluate alternate interventions that may help increase anti-retroviral treatment and prophylaxis uptake amongst pregnant women for PMTCT. This program is seeking a dynamic, highly motivated, operationally-focused and research oriented individual for the position of INSPIRE Program Manager.

Responsibilities
Based in Harare with frequent travel to the field, the INSPIRE Program Manager, in collaboration with the Provincial and District Health Management Teams will:

- Supervise a team of approximately six staff to introduce and manage the implementation of the INSPIRE PMTCT operations research project across 3 provinces in Zimbabwe
- Oversee day-to-day programmatic and research activities for the INSPIRE Project, ensuring study protocols are followed
- Develop and monitor detailed work plans and budgets
- Manage and coach teams to ensure everyone is working towards the same project objectives
- Lead periodic statistical analysis as per data analysis plan and interpret findings
- Lead baseline assessments, and data collection and validation exercises
- Ensure all subsequent data collection is conducted according to the case report forms and other tools and mechanisms described in the protocol
- Provide training and supervision to the Research, Monitoring & Evaluation Officer
- Produce regular reports for CHAI, MOHCW, and WHO/CIDA counterparts as well as annual reports for MRCZ
- Manage periodic data entry of case report forms into the electronic database
- Lead the development and provide M&E trainings to health facility staff according to the national curricula and ensure regular and high quality data collection at all study sites
- Build capacity among provincial and district health management team counterparts in use of data collection tools and data management best practices through training and mentoring
- Manage all MRCZ review and re-application needs
- Present key findings of research activities to ART/eMTCT stakeholders through technical working groups and other meetings; and
- Work with CHAI and MOHCW, including Provincial and District Health Teams, to translate findings into adjustments in implementation activities as necessary.

Qualifications
- A minimum of 4 years of experience managing and/or providing technical support to public health programs
- A master’s degree in public health or biostatistics and epidemiology
- Experience conducting research, statistical data analyses and M&E activities in development-related work; experience in designing and conducting qualitative research an advantage
- Experience developing data collection tools, study databases, training materials and M&E reports
- Proficiency in STATA or SAS
- Ability to negotiate and achieve consensus with key stakeholders
- Ability to solve challenging problems without extensive structural or operational support
- Ability to adapt to fast-paced and changing environments, both internally and externally
- Excellent business-oriented verbal and written communication skills
- Previous experience working in a developing country with ability to function well in rural settings with limited infrastructure and services
- Willingness to spend significant time in the field at health clinics and traveling between approximately 30 facilities
- Strong analytical and presentation skills with technical proficiency in Excel, Access and PowerPoint; and
- English language fluency, both written and verbal required. Fluency in Shona and Ndebele, both written and verbal, is an added advantage.
