Vacancy: Budget and Finance Officer
The Government of Zimbabwe (GoZ) has received grants from the African Capacity Building Foundation (ACBF) and African development Bank (AfDB) to finance the Zimbabwe Capacity Development Program (ZCDP) and Capacity Building for Public Finance and Economic Management Project (CBPFEM) respectively. The ZCDP and CBPFEM Project will be implemented over a five and three year period respectively commencing 2013. The two projects seek to strengthen Zimbabwe’s key institutions, responsible for Economic and Public Financial Management reforms, monitoring and evaluation and improve participation of the private sector in economic development which are critical for attaining the Medium Term Plan (MTP) 2011-2015.
The day-to-day management of the Program and Project will be carried out by a Program Management Committee (PMC). The PMC will be housed in the Ministry of Finance. In addition, the PMC will be expected to be involved in the implementation of other related Programs. The Government of Zimbabwe is looking for qualified persons to take up the following post:

Responsibilities
- Assist the Program Manager to develop the Program and Project annual work plan, and budgets in partnership with primary beneficiaries
- In liaison with the Procurement Specialist, ensure competition and transparency in procurement process (including contracting for personnel, goods and services) and compliance with Government, ACBF, AfDB rules and regulations
- Monitor the execution of annual budget while ensuring adequate allocation and proper/efficient utilization of funds to cover expenditures as intended.
- Ensure timely and accurate payment of expenses on the basis of appropriate approvals
- Prepare and file disbursement applications in compliance with applicable ACBF and AfDB disbursement procedures and processes
- Maintain up-to-date accounting records for the Program and Project including asset registers
- Conduct physical checkup on all assets in the register
- Present recommendations for asset replacement and disposal
- Prepare regular bank reconciliation statements, taking appropriate action to correct discrepancies between Program and Project and bank records
- Manage and control all cash and banking transactions
- Ensure timely reporting and feedback on financial transactions related to the programme/project
- Prepare necessary reports (e.g. income tax and social security payments) in compliance with government regulations
- Prepare quarterly and annual financial reports that comply with ACBF and AfDB requirements
- Coordinate with the internal and external auditors of the program and project in carrying out the audit function
- Ensure timely implementation of ACBF and AfDB mission recommendations and those related to internal and external audits
- Carry out any other duties that may be assigned by the supervisor
Desired skills and abilities
- Detailed understanding of Development Partners financial management rules. Knowledge of ACBF and AfDB financial reporting requirements will be an added advantage
- Ability to prepare financial statements in accordance with International Accounting Standards (or equivalent), and Development Partners reporting requirements
- Ability to use recognised accounting software, knowledge of Pastel will be an added advantage
- Ability to use the Microsoft Office standard software (Word, Excel, Access and Power Point)
- Excellent interpersonal skills, possession of teamwork orientation and ability to interact harmoniously and effectively with colleagues from diverse disciplines
- Ability to make objective decisions and resolve problems, exercising the highest responsibility to handle confidential and sensitive issues
- Strong organizing, work planning and scheduling skills
- Excellent communication and presentation skills (both oral and written)
- Ability to communicate effectively in English (both oral and written)
Education and Experience
- Bachelor’s Degree in Accounting or related degree from accredited University or Institution, or ACCA, ACMA, CPA, CA certification.
- A minimum of three (3) years post qualification experience in accounting and/or auditing preferably in the public sector
